Stamp 4 application after 21 months on general emp permit.

Hi all,
I am employed as an academic in an Irish university. The university was supposed to apply a critical skills visa on behalf of me as I qualifies the criteria for it. However, someone in the HR incorrectly applied for general employment permit for me. I am employed for 20 months now and figured out the issue just now when I tried to apply for stamp 4. I am thinking submitting an appeal for stamp 4 visa as Dublin rents are unbearable and want to get an apartment for myself. I can get a support letter from the employer for stamp 4 appeal. Couple of questions

1. Whom should I appeal to ? Is it DBEI? or GNIB?
2. ANyone else in this situation? can share your experience?
3. Any documents which will increase my chances of appeal?

I fear that DBEI will decline any such appeal.
Ask your employer to file a new critical skills permit.
