Child birth registation

Hi all,
I am having prbolem with my baby birth regustation in ireland(cork).my child born in hospital around 3 week back.we went to register office for his registation.but they refused.problem was actully with our pps.i have pps but his mum has no pps.also she is undocumented here so cannot get her pps.i have stam 4.we are not married.so please give us idea that how we can register my child without have mum pps.i really need a big help from you guys.

So, you were legally resident in Ireland for more than 3 years when your baby was born. Based on the Irish citizenship rule, this means your baby is eligible to become Irish citizen

The text to read in the above link is:
One of my parents was a foreign national who was legally resident on the island of Ireland (including Northern Ireland) for 3-out-of-4 years immediately before I was born on the island of Ireland

And based on the Zambrano rule, your spouse must get Stamp4.

But thing is happen now about my child registation.if i cannot get his birth cert shouldnot can apply for his irish passport.i went couple of time to registry office for doing his birth registation but they denied.they asking to get his mother pps.
