You can rent the car using an Indian license. But be careful on the roads as strict measures are implemented on the traffic here. I advise you to get familiar with the Rules of the Road. I'm unknown and I'm saying "YES" and don't send your documents for Re Entry visa as The reentry visa processing is suspended for time being, so you won't get your IRP anytime sooner.

If your employer is a trusted partner, the department is completed until the 10th March 2020. So, your application will be processed in few days. If your employer is not a trusted partner, it will take a few months as they completed the applications only until Jan2020

Please mention it only if you are provided with the health insurance by your employer. Otherwise, you can ignore it. It is not going to affect the decision. Make sure there is no gap between the two stamps. You can apply for the stamp4 once you complete the two years

You can get a job. But you have to leave the country to apply for the visa. If you complete your study, you can get the stamp1g for two years and then you can get stamp1 if you got CSEP.

You have to apply for the new permit. GNIB can extend the stay if you are already applied for the Stamp4 but if you have not completed, you need to apply for another permit. However, please contact DBEI and explain the situation.
